But according to Dr. David Proctor, who worked at the San Diego VA Medical Center from 1976 to 1977 and is a published author on the subject, 'XTR is safe.' He says that only about ten percent of the people that consumed it suffered from side effects, and they could have been caused by other substances in the plant, not the drug itself.It appears that the FDA has no intention of changing its mind about the safety of the drugs, so it will be up to the states to pass new laws that will protect the public. New York was among the first to ban their use and Vermont was the last state to approve it. The ACLU of Northern California has also opposed the laws and most of the major cities are considering similar legislation.Several law enforcement departments are now installing video cameras to monitor interactions with the public. The Los Angeles Police Department recently made a joint agreement with the FBI to do just that. In Washington, D.C., the Metropolitan Police Department has made the same agreement.The DEA announced that it is beginning to crack down on steroid production in Iraq. Some of the men producing these steroids have already been sent back to the United States. The United States Drug Enforcement Administration is asking any foreign nationals planning to sell drugs in the United States to stop by their DEA field office. The World Anti-Doping Agency, a group that monitors the worldwide anti-doping program for the International Olympic Committee, also has come out against the use of steroids.
